Pseudobiceros hymanae  Newman & Cannon 1998

Pseudobiceros hymanae is characterized by the black background with an orange submarginal band and a thin black marginal band.
Let me quote Marcela Bolanos at LifeDesks:
"External anatomy: The dorsal background is black with velvety appearance and an orange marginal band with a black rim. The ventral side is grey-black, also with the same marginal bands. The pseudotentacles are squared and ruffled with the two marginal bands. A rounded and big cerebral cluster of eyes located in a clear round area. Large and wide pharynx with simple folds and two male pores well separated. Sucker relatively large and distinct."
